Why can't you hold a leveraged ETF? Is it because it's 2x leverage? What leverage would be okay?

Most people will argue that leveraged ETF are bad because of the decay that they suffer. But this decays also happen in non-leveraged assets.

On the other had, leverage will also work at the favor of the investor when markets go up.
